Bill Porter, Karen's husband. When you turn him into a female he becames Billie, and can be set like that for good. (I do it almost all times, I like the actress who is his female version).
I feel you man... this is probably my most played game on the site and there are still new characters, plots and side quests that I discover all the time from this thread.
The depth of choices in this game is wild.

There are characters I would have never seen just because the path you meet them on is one I never choose (joining the coven or something sub-optimal stat-wise) or just not one of my fetishes (slavery, forced feminization).
As others have said, you get Billie by transforming Bill. There's only a few scenes with him/her and only at the end of current content is there a way to turn him permanately. The first scene is when you visit Tom and Bill in town on the Sunday before the Titus hunt. You can also meet Tammy here too, which is Tom's female form. If incest is turned on you can have a threesome with both.
To fully transform Bill you need to either be Karen's lover or have a contract with her. Then during the wedding choose the eternal contract/supernatural engagement option with Karen and choose the "You could always use a second wife" option.

That's funny, because the game isn't finished, and spells at the start are limited. The game tells you if you use cheats, "You can't use this spell".
Those are intentionally impossible/cheat-only. They are there for you to be able to sacrifice energy and a scene for more magic XP (if you are not cheating).
You're talking about the first 2 in game days. The reason it's impossible to cast those dancing lights is because for players who aren't cheating, you can't get enough experience to cast them. And it would be a waste of dev time to write scenes that only cheating players can see, and in many ways would invalidate playing without cheats.
I don't really your point. As the guy you responded to said, the number of choices available here is crazy. Enough variables to make your head hurt.

I wouldn't mind the delay though, since I have exam on Monday morning. If it gets out tomorrow and I fail my exam I'll blame G28.
Nah... There's about 2 hours of new content give or take. And that's assuming you will look at it all, and assuming you have multiple saves with different variables to see it all.
That's great news! I don't see anything on Patreon though last update is on 13th of June.

Means starting a new play file to get that optimal route. And because I can't stop playing this game.
And in typical College Daze fashion, there's no way to see it all in one playthrough. For example, there is a Jane date that has 3 variations based on incest being on or off as well as if you transformed Jake or not.
The great thing about this game is that everyone's optimal route is different. For me its girlfriends (Rio, Sophie etc), mommy professors, don't join the coven, rescue the nun captured by Fuller, take over the sorority and well... keeping it in the family
