How you unlocked Mei? For me is locked

Mei is unlocked by talking with Vivianne the only moment when you cant talk with a girl is if you need a item ,if you need to follow someone else´s story, or if the msg is unavailable until you talk with HR/Carole if even after everything you still can´t find a solution you save file might be corrupted and i suggest you start a new playthough and just skip​

that´s true if she had access to the accounts back logs, too bad Carman´s intern deleted those but that server wide hack that happened and the email that was sent to us by someone who might try to blackmails us if they are not bluffing might be interesting

What Steve and the girls have done post-hack is what I'm thinking about. It's all out in the open with at least two girls.

Mei unlocks by talking to Vivianne (well before the special Halloween images). If you haven't unlocked her, that's not normal!
Is this a new game or are you playing from an old save file? (It shouldn't make any difference, but if there's a bug, I might be able to find it more easily that way.)
Patreon girls are not a requirement to unlock anything for the “free” girls.

Okay, that's strange.

I retested earlier and checked the code. Normally, nothing should be blocking Mei from being unblocked. :/

You need to chat in the following sequence whenever possible
Vivianne -> HR (forgot her name) -> Sarah.
Do the others when none of them is available.

That's how i avoided the lockout.

Normally, issues with blocking conversations between characters have been resolved.

I have trigger the issue when I have pending conversation with Vivianne and talk to Carmen about email, then the pending conversation disappear and leave me only able to talk to Carmen or Sarah

HR tell you to talk to Carmen(IT) to set up your email , If you still have some pending conversation with Vivianne when you talk to Carmen then the bug happens.
