You have to get with Mei. I think the first time you can meet her is when she leaves school at 1700, then you have to continue to find her until you fuck her. She then puts in a good word for you in the school giving you access the the other rooms (talk to the NPC at the school entrance). After that you still need to impregnates more women to get access to the sex-ed scene in the school.
