I'm still experimenting with the new time balance but as others have noted, it's off. I've got the exam down at 60 minutes which feels pretty close to the old balance. That said it's forced me to experiment and clothing damage has gone from being a fun addition to what I'm spending most of my time re-rolling events for, the ability to gain access to under layers and the stat gains beneath without incurring the hit of removing the item works better in the current balance than taking things off.
That said the max 20% rate is painful, especially considering reporting (and I'm convinced it's activating less than 20% of the time), maybe you could look at adding an option to deliberately damage clothing by a stage? At the same time, I'm also feeling that parents should logically have something to say when their daughters are coming home looking like they've been attacked by a werewolf and making it a source of parent displeasure seems like it would balance things out a bit more. Well that and getting adjusting tolerance and pressure gains for the time system.
These are just early thoughts on things, I'll report back if things change once I've played more with it.
