How does the Sketches theme work, when I download it says "Sketches 2020" meaning those images are in some 2020 package or are they just sketches and were never finished?

Cpt'n uses the sketches a lot of the times to do votes on what people want.
And the ones that don't win, get put in next votes or discarded entirely.
