OK, so I tried downloading from multiple sources (Mega, Mixdrop and Workupload) and every time when I try to launch the game through steam_criminal.exe or cgio_loader.exe I run into the same "Fatal Error : CreateDevice Failure".
And before you tell me to read the installation instruction, here they are for you in their current form :
1. Extract and run.
PS : Search and found a cracked steam version from elsewhere with an installer, the game runs but rejects any mod with the message "Invalid file checksum. Patches not applied". So no luck this way either.

Where did you Download it,since i have the same problem downloading on this one,if there one running even without any mod and createdevice problem,i want it too.

just looked into this game. i found that everything is in the download, you just need to start the game from the cgio_loader
sadly, i have not been able to test it yet myself.
There's a stickied modding thread in the Criminal Girls Invite Only Steam discussion forum. Maybe ask in that thread if anyone has a copy.
I tried to look at Steam gameplay on youtube and saw that there's a difference between my game and theirs.
First one is the gap spacing of the party member when they're following me is too big, I can only see the first party member when walking on a straight line and the three others are off screen. In the gameplay I saw you can see all 4 party members following you on screen.
2nd is I'm locked at 30fps. I did everything like turning vsync on and off and my AMD fps limiter is turned off.

I found a zip of the lewd mod I had saved on a drive. It should work with the modloader/uncensor patch by placing the mods folder in the same directory as the game exe, though I've only tested with hook method. Ignore the included dll as it's probably an older version of the modloader that doesn't include smoke uncensor as far as I can tell. No idea if a newer version exists. I don't use discord.

This worked for me:
- extract
- delete option.dat from SaveDataFolder
- extract the zip mods (Punishment Name Changer and Punishment Dialogue Change) to mods folder
- run from cgio_loader.exe
