Ghost Hunter Vena is shit quality? That's one of the few games I find myself revisiting time and time again because it's so well made.
Anyhow, here's some quality games, most of them are action side-scrollers, with a mix of small/solo dev teams, that were started after have been completed before CPE:
Syahata's Bad Day - Action shooter, top quality animations WITH animated defeat CGs
Dusk City - Medroidvania shooter with amazing pixel animations
In the Nest of Dominator - Don't have a lot to say on this one, solid animations, good combat
Lost in the World of Succubi - Pretty sure his first game,
Super Mamono Sisters was also started and released within the time CPE has taken to develop, someone fact-check me on this
SiNiSistar 2 - One of the most highly-anticipated games on this site, had a couple early demos, then dev focused solely on finishing and releasing the game. A perfect example how game development should be done, single dev
Honorable mentions, as they aren't side-scrollers, but quality games nonetheless:
Halls of the Pale Widow - Quality animations and retro styling graphics mixed with horror
Also going to include his new game
Sin Spire, even though it's in development, it's been moving along much faster than CPE and will likely be releasing soon.
There are no excuses for CPE to be in the state it's currently in, I'm sure all of these developers have had their fair share of mental/physical health issues, financial issues and whatnot. This game died when anon42 decided to follow Paetron's noncon ban. It's painfully obvious that even though they state "oh, I didn't want to go that route anyways," that's what they had planned for the gameplay to be, and the progress on the story has been stagnant ever since, all while anon42 is just raking in the cash.
