It will go up, when you've had sex, when you're the Succubus Queen after the hypnosis line (after each night), and several other things. Your only way to suppress it is, when you masturbate or you've got a special item from Mihairi (one of the guild companions you can use for guild missions). You could also accept nun training at the church to diminish your lust.
Otherwise I don't know any other ways to completely blocking lust from growing up in the first.

alright so for pregnancy you need to go through the magic guild questline and as for melissa i believe you just need to be doing an active quest like gathering slime etc and talk to her
