You can take all DLC from the Japanese version and use it in the International version. But the DLC parts won't be translated as they just aren't.

If this is the Steam version, it's a cut down version without any nudity.
If it is the International Version distributed by (Does f95 censor saying the name of the adult store starting with N, because the name vanishes from the text) or S Court or the Steam Version with the S Court r18 patch, then it is the full original game.

For me, to make it uncensored I just use Noctsoul's sybaris but I remove all translation plugins since it already translated in english, or use this instead and extract then place it to the game directory

No its not the same game. Gameplay and general design are nearly identical, but its a new game.
