Sounds dumb. Mulan burned out of inspiration and ideas years ago, that's why we have completely generic farm with typical content that you have seen hundred times if you are into that fetish. BTW I'm pretty sure that we wouldn't see any petplay scenes that was promised when farm update was introduced - mulan would drop it unfinished with only cow route, making that cat lady just annoying unskippable npc. Mosfilm will never return, to much to redraw.

It was in previous update with farm content. Now I think it was quite a decent work compared to current release (despite the time taken to make it, of course).
In the pause menu it says that H is a hotkey to debug the game. Is this a cheat menu and do you need to do something to unlock it? When I press H nothing seems to change.
Where can I see my stats? In the pause menu I don't see a way of looking at them.

Stats are in squatboy "~" and the debug mode i shit you not it doesnt work or atleast do anything.

With the squatboi, you can look at your stats and change your clothing as well as get hints for your quests and the world. You get it after you go to the AUGs shop for the first time and then managed to earn 15 Rubles to buy the device from Katya. After that, interact with 10 Lenin or "Leninal" Terminals and then you unlock the full squatboi. In the options menu, you can rebind the key for the squtboi, which i did, since the "~"-key didn't work for me.
How do I unlock the inmate outfit permanently?

To answer about that picture, you can't get through. That's cut content which isn't available as of now. Also the city center if I recall correctly is the Red Square...

City square is currently inaccessible, you can only get in interior locations of city center through some quests before being returned to the residential aera. Afaik, you can only temporarily get in a flat in city center for the party, and another time with the corrupting hacker quest.

The Blue Terminals with Lenins face on them, the "Leninal" is just the name for them, they can be found all across the different locations which you can travel with the metro
