Yes and no...see announcing doesn't mean "start of development" but more as "she looks into it". What should be the game about, story...characters and how would it fit into the world. Another problem was and still is that Gabe has alot of assets made for the game, not just images of scenes, but also different styles of them and things like an original soundtrack. That takes time as she has to wait for those third parties to finish said work.
