Devs: Why has the Exhibitionism Tag become ubiquitous, even in relatively vanilla games?

To be clear, I'm not asking for devs to stop including exhibitionism content, I'm not asking what the criteria is for the tag to be applied, and I'm not suggesting any changes to the tags system.

I'm just curious why devs of almost all the most popular games decided to put exhibitionism in, even though it's a relatively obscure kink IRL and in porn.

Does it drive sales? Is it just easier to light a character when they're outdoors? Has it somehow become an integral part of the incest/coming-of-age storyline progression? Is that also why we get Voyeurism and Blackmail so frequently?

Only devs and people who've heard the truth from devs, please. I'm looking for hard data, not guesses. If you routinely pass on games because they don't have the exhibitionism tag, I guess that's the only reason for a player to reply to this, but I'm guessing you're rare.

I'll tell you the truth they don't want to know: from a technical standpoint it's a pretty complex endeavor, you need to take, for example, a stock blowjob animation but then add a street alley map instead of the bedroom. There is no logical reason why a developer would do this instead of just reusing the same sex scenarios 10 times in a row or risking adding more work-intense fetishes to their game, therefore the only explanation is that there is a group of filthy rich nudists conspiring to fund suck illicit activities.
