No the way it is written.. is pull it down again, now more intensely and they are different colors which have indicated a 5th move to be done. So the way it's written it has you repeat the process than pull intensely. So whoever wrote that it is not written in correct form.

So each / shows the separation of sentences by either comma's or periods. So this is not written correctly because start pulling it down again (again refers to repeat the step previously). I am not sure if this is just someone's lack of English or what but it is not written correctly. The last step should say than now pull it down more intensely. This is what happens when you have poor run on sentence structure being used.
If the foreskin covers the head of the penis by no more than half: apply the special ointment; start to pull the skin down gently; apply the special ointment; pull the skin down more intensely. Would be the proper way to show steps if using a colon. Otherwise don't use the colon and use proper English and you could use ... for this method.
