The game is now patched, I saw other problem linked to the skip option at the beggining, everything should be fine now. (You can use saves from the V0.4 on the V0.4.1)

Sorry for the late reply. Just talk to her in the afternoon (reception) or invite her on a date. Here love level is capped at 20 for now !
It says your relationship stagnates and is capped at 14 when choosing chit chat and there is no option to invite her on a date
