Depends on what you're trying to emulate, but as far as I'm aware, you can't emulate a Windows OS on a phone. If it's just Ren'py stuff, then

should work for most of it. Don't think much other stuff runs on Android (assuming that's what it runs) unless it's specifically ported/made for it. Someone with more experience might be able to help, though.

Edit: Oops. Forgot about Wine. Not sure how far it's come, but last I heard you run Windows programs on Android. I wouldn't expect it to run great, though.
