No, it's fixed and works as it should.
Intelligence is decaying is part of the game, just like the girl on the computer - you just have to go to the computer in a different time zone, and you can do that after you call your guide.(phone on the desk in the living room)

I can only attend on weekend days but after a week i get expelled from school, game won't allow me to learn any other time but late morning.

The computer is free only on weekends. The girl is always on the computer at "late morning", therefore we cannot take school lessons and we cannot progress in the game.

About taking her out: I definitely thought about it, but I found out after the first shoot that the shoot itself is much more challenging than I thought...so at this stage it's impossible for me, maybe later - it depends on how much support the game will have
