I came up with a bunch if you're okay with trivializing the cooking part of the game. Read on if you want some good, though not necessarily strictly the best, recipes available at various points in the game.

All I had to do was download the Japanese language and change the regional format and it worked.
I didn't have to change anything else in Windows.

if not, is it ok to apply the 1.0.3 directly to 1.0.1, skipping 1.0.2?

My hard guess is that Japanese time library or part of game's code that uses it to count time for functions (how fast should bar fill up, How fast does player moves his hand.) just goes nuts when it can't detect: 月曜日-Monday , 火曜日-Tuesday , and so on - in your Windows.
But that's just a hard guess. I can't be called specialist in this field, so maybe someone else could explain it better/correctly.
Anyway if really interested you can always just google that.

After talking to her for the first time, come back the next day and you can touch her. Do it until she remarks on that, then zoom the camera in to Interact with her.

If you try the first time, she'll kick you out.

Regional format in windows?

Yes, your computer needs to be set to Japanese time, as the screenshots show.
From what I've noticed, nothing more is needed than that.
The rest of the settings are all in my language.

[edit] As mentioned in the previous comment, I also have the Japanese language downloaded just in case.
