Adding totally new content to an existing game (at least as far as VN/sandbox games are concerned) is not really "moddinng", it's more like making a new spin-off game. It is often easier to do this from scratch than debugging someone else's code.
Alright maybe "modding" is the wrong term. I sometimes see a project that branches off from a previous one though (Girl's Life) or use the base framework of a previous one (like Girl Spy from Female Agent). But I guess femdom is simply too niche for those kind of spin-offs...

I played it for a relatively long time in search of a femdom, but I didn’t find anything interesting for myself, what they describe is a rather weak femdom, and this is quite small, if the developer really wanted to attract a femdom audience, he would have added at least one full-fledged femdom character , or with the choice to submit or dominate, as many do.

Same experience. Its been awhile but there is like a brief scene or two with the chick with the spiked collar but its very very weak sauce considering how much time you have to invest to get there.

I've tried multiple times. I followed like 3 different sets of tutorials 3 different times of my life but I just can't get the game to run. And I'm an experienced modder, I've made the jankiest of STALKER mods playable but I just can't get Skyrim to open and run the proper way. I would love if there were like complete modded packages (let me know if there are) because I've given up.
It might be because I'm pirating it but as I download the GOG version it shouldn't have DRM and so it shouldn't be traceable as a pirated copy.

Don't really play skyrim with porn mods, but Bethesda has a habit of making random ass fixes that break every mod, so a lot of creators just stay on older versions. Don't think piracy affects much, used to mod other pirated Bethesda games.
Or it could just be another issue entirely, I couldn't get wabbajack to work personally.

New update of HealSlut is out for patrons. One of the things that it did, it restructured the ownership_type for Lel so that "fair" has a more fair chance, so it's also easier to get mean Lel ownership. Hopefully it'll lead to some nice scenes in the future. I am a Patron who can ask for some content btw and did ask for some femdom stuff; hopefully to appear in the future update(s).
Maybe you could try looking at the "best games" from the OP and see if there aren't any you haven't played yet.
