If you have the road to the south closed, then you have some bug in your save, possibly a save from too early version of the game. The path to the south is open from the beginning of the game, you can get there whenever you want, check with a new save.

I've never seen the bar at the bottom... It's probably like Saturn23 said, a save from an earlier version where you now have a bug. So you'll probably have to start from scratch.

That bar was completely removed from the map, so it should never appear since the update that added the town area, even on old saves.
I looked in the game files and found 3 townmaps on one of them the bar is still there and the traffic cones, maybe he is stuck in this map due to a bug, but it's strange that the traffic cones are not visible on his map...
