That's one of the reasons why I started developing my own game. You can check it out if you're bored, but it's still early in development and fetishes are added gradually. For now, there's mostly just foot and sock smelling besides non-foot content. But there will definitely be more in upcoming updates, since it's one of my biggest kinks too.

And yeah, for developing a game you need a lot of passion. I've invested hundreds of hours into every update. Far more than even for my full-time job, and the costs are far higher than most might think too. But it's a fun experience for me.

Funny enough, there's still no proper foot fetish tag, after so many years, which is kind of weird given how popular it actually.

A lot of conjecture on this thread, unfortunately. Unsure if it's due to misinformation or just people saying anything to sway their side of a debate, but... By definition (of most dictionaries,) a fetish is something non-sexual that arouses desire. Not only that, but it is usually necessary for someone with a fetish to have it present in order to be aroused, at least fully.
What most people are refering to in the justification that foot fetishism isn't that common compared to other fetishes, arent even fetishes. Those would be considered kinks. Nothing more. By comparison, fetishism borders on obsession.

More to the point of the topic:
I personally hate the lack of FF content here. When I find a good game, and it has any FF content, I get super excited, but also let down because I know it will likely be the last bit in that game, and then, it's almost never a full worship scene or very creative one. Instead, all we typically get are a looped big toe suck and maybe a sole lick with an oddly shaped and pointed tongue.

We're all different, fetishists or not, but personally, I'd like to see some games, even if not solely focused on, containing scenes where there is absolute worship: kissing, rubbing face on, licking, massaging, etc; domination: being made to do the aforementioned acts, by way or verbal or physical force, or perhaps even blackmail or just threat of dissatisfaction/need for retribution or as payment. Foot denial, denial of everything but feet, etc; or full use: Something like actual sex but starting with foot worship, all the while that never stops throughout, FJ scenes during, then finishing on soles and toes. Though I'm not its biggest fan, perhaps even more in depth work like cleaning of dirty feet to start the scene, cleaning/licking of cummy feet to end the scene.

Either way, there is a serious lack of quality FF scenes, let alone games. Maybe if more people indulged, we'd finally get a tag.

You are definitely not alone, I am always on the hunt for more Foot Fetish games and I am always disappointed. I especially love foot worship with kissing, licking and toe sucking. Unfortunately very hard to find. I'm tempted to even try making my own. But that's deeply ambitious since I presently have no development experience.
There are a lot of programs out there that can essentially build a game for you, as far as coding and the like go. Especially in the avenue of Visual Novels.
The biggest hurdle, (barring you don't have trouble coming up with a plotline,) in my opinion, would likely be the generation/drawing and rendering part. There's not a lot of AI out there that can consistently create a whole lot of cohesive poses for one character. And if you go entirely original content, (which is highly preferred,) I'm pretty sure it'd take you a longtime to render everything you'd need for enough quality content.

Minding that my experience in this field is limited because I gave it up a decade ago, I'd point out that Blender and QAvimator were godsends in their time. How they hold up now, im unsure. Either way, something like Blender for 3dcg, something like QAvimator for posing and animating said 3d renders, and likely a boatload of money spent on textures and any other art enhancing tools/mediums you'd need, and, you should be good to go with what's available nowadays for making games.
