I mean, if you exclude NPC-world games, it is still a fairly rare genre. I think it is more shame that games like these are not popular among developers and writers. I do sometimes wonder why it is not more popular but maybe it is just my bias. I guess it is hard to write in such a way it would not feel too easy and has a plot, but then you have games where mc is worshipped like gradmas house...Honestly, if every month there's a new thread about "Games that feature X" or "Games in X genre" the staff could save a ton of time and effort just making it a tag.
I would really love a 'freeuse' tag, but even with how niche it is (outside of it being poorly done in mainstream step-incest porn), there are just so many interpretations of the genre. When I go to Rule34 and type in free_use, 95% of the results are just bondage. The hypercasual tag on Rule34 seems to be a much better representation of what *I* personally think freeuse is. All of this is very true, especially when it comes to the difficulty of actually making a game like this engaging to an audience.It's simple.
There are several nuances that are hindering the genre's mainstream adoption.
Firstly, Western society, with its Christian morality, is very reluctant to accept debauchery as something self-evident and part of the world/narrative.
Secondly, it's very difficult to expand a game like this and add gameplay to it. And this affects audience retention, donations, and so on.
And thirdly, if we're talking specifically about the world of free sex, it's difficult to effectively write it for a single penis. And if there are multiple penises, then another NTR holy war will break out.
There's hope for the Japanese; they have several good projects in the free/casual sex genre, but they also have their own, more common fetishes that the authors are trying to cover.
Now that I think about it, Mad Island would probably count as a free use sandbox game. The gameplay is pretty much conan exiles where when you capture thralls you can freeuse them. Anytime I envision my 'dream game' for the freeuse genre, I always picture a highly customizable sandbox game--just with very little focus on actual progression and story. I wouldn't care for worldbuilding, reasoning, or logic. The most worldbuilding I'd want is player-selected locations and backgrounds; everything else procedurally generated. The only writing I'd want is for descriptions and dialogue, not story.
I suppose I'd find the most value in this hypothetical game's sheer quantity of events, actions, and description--so long as it aligns with the player's preferences (so, for the single penis issue, let the player choose if they want to be the only penis, have some futanaris, or have some men--maybe mix things up, too). I think the fun of this game would be discovering all the unique situations you can get into around your town/work/university/whatever.
All of that said, I highly doubt that would be the ideal game for the average person, given that most people desire progression. Without progression, it'd just seem like a glorified sex simulator, and they could just watch porn instead of that.

Funny thing is that I am a really good programmer so I could definitely make a sandbox game like this from gameplay perspective but I can't because I can't do art, it is something that always hindered me.
But for me, ideal game would be probably about combat, I think generic chosen hero story could also do, just with interesting situations. If I could choose I would probably make something porn version of
scroll of taiwu (I really love that every character has apperance as their stat and you can choose to recruit only pretty people I think when you have a child he is combination of both parents appearance, but it is just regular game, not a porn game, but I love the breeding system there, and the fact that you can marry any randomly generated npc and have a child with them and create your own bloodline and it shows a family tree ingame, or recruit the rest of npcs into your town/sect/clan so you can also create yourself a harem that you can breed from the recruited npcs),
tale of immortal, rimworld or lilits throne but with art. Something where freeuse would be secondary and just used as a trope to create interesting situations but combat would be the main thing.
I think creating freeuse in modern scenario would be too boring because the most interesting thing about it is either studying or dating. I do understand that the progression would be getting into more advanced situations but I actually think that it is detrement when you also make it sandbox. I think VN with with still images and set npcs where you just somehow grind to get to that situations would be enough.
Also, it is insanely difficult to create a sandbox game compared to standard VNs and even more to get to the same level as the ones which were already made.

Also now that I think about it in Carnal Instinct freeuse and nudity are also a big theme. I think it has a system where you can fuck randomly spawned npcs.
Btw scroll of taiwu I have mentioned before is not that popular because it doesn't have english translation, only chinese, I played it using english mod but they plan on releasing official english for New Year afaik. I definitely recommend checking it out. It is the best game with random NPCs for me which I have played if it wasn't obvious from my previous post. So thats why I talk about it so much and why I am such a huge fan.

the ancient chinese game, the language is not the normal Chinese you learned, it has mix for the Wenyanwen(文言文), 文言文 is more harder than the modern Chinese, although nowdays Chinese themself hard to understand them, the limit they can understand is the mix language like this game. Not to mention that there are many rare terms inside that even Chinese people cannot understand.
In conclusion, if you are learning Chinese, you should choose those Chinese games set in modern times. There are no annoying things in them.

This game isn't bad. Little repetitive but its one of the better free use focused games.
I just tried It, and it's not that great unfortunately. There are only three laws you can do, and the game is really annoying to play in my opinion. There's also not much to the game at all, just have sex with the coworkers and that's it.Just saw this listed on Steam today, and it looks like it might be pretty alright? I think it is fair to post any game and people who like it like and people who don't can skip it. In your original post you also gave low ratings to a bad games but atleast they are still listed here. I was honestly kinda hoping that you would continue the list and add more ratings and maybe sort the games by the rating from your most liked to the least for newcomers to this thread, but at the very least I think all the relevant games we find should be in this thread somewhere. It's gotten to the point where I'm contemplating making my own ideal game around the freeuse genre, but I don't know where I'd find the time. The specific way I'd want it would take a looonggg time to develop for me. It would definitely share a lot of similarities with HHS+, especially with how modular that game is. Maybe someday.
