Right what this is is akin to DVD regions, Japanese encoding is different to Western, namely on a basic level, if you are western and download a Japanese game it most likely doesn't even know what the font is, so it changes the names of everything to random symbols.

- Download Locale Emulator or Applocale. In Locale Emulator you can right click on a Japanese EXE file and click Run as Japanese and sometimes it works.
AND/OR:
Go into system locale on your computer and change it to Japan, this makes the computer format itself into a Japanese one. You can still have English language, it will just think it's in Japan.
