The only one I remember is Himeros Hotel. An Adrift text game by Seztworks.
Mostly porn stars, but has fakes of Emma Watson playing the role of the snobbish actress.
I've seen other text games with celebs but none with pictures. Probably afraid of getting hit with a copyright desist order.

is a not so subtle parody of a certain well known agent. The model is somewhat close to Scarlett, and may be the 'Scarlett look alike' that's for sale at Renderosity. It's more of a visual comic than a game though, and it's in the early stages.I remember Agent69 from LOP with the render of Scarlett that was a piece of game, and Malleck using Jessica mod, something like that.

If you like AIF (text adventures), NewKid's "Generic New York Apartment" is fantastic. Girls from (the 90's), Friends, Caroline in the City, Seinfeld, Mad About You, and maybe more.

There are a lot of games that use names, or allude to celebrities, and a few parodies, but many actively avoid copyrighted material. Using real photographs in games is rare enough, trying to find one using faked celebrities is rarer still.
After the FAppening, you'd expect more content, but instead there was a crackdown. Many developers switched to CGI (or altered photos) to avoid getting in trouble.
The first one to really explore this genre may get rich, and start the next avalanche of copy cats

I used to follow Last Man. He uses a number of pics of various porn stars in his game. I stopped following it around the time he started locking out old saves via some sort of DRM thing, as the downloads were already quite large. I understand that there is a workaround for the drm thing, but I'm not interested in trying that game again currently. It's not a bad game, I've just lost interest in it.

Editing flash games is so much fun it should be illegal. It might be in some places.
Decompile the games that you want to edit. and/or Export the resources that you are borrowing from other sources.
