Think something like xxxCiv but more focus on growing individual girls but with fodders as well. So a management/strategy games with an emphasis on training girls. XXXciv was pretty close, but the game has no focus on your special girls and let them fight after you get them .

I've been looking for a game to play that's just like what you've described as well. There are games that allow you to train them (and sometimes customize them) but they are mostly just brothel simulators.

Haven't played it much, but I know VenusBlood Frontier has female units to recruit, use in combat, and level up, in addition to the story characters who can be used the same way.
Corrupted Saviors has generated characters (which never feel generic thanks to the vulnerability system) who can be corrupted, captured, trained and used against other heroines.
