ok, realized that this is an all ages version. is there a good reason why SOME japanese devs do this when steam explicitly allows H content on their platform?

It's a good way of circumventing the purchase restrictions. Steam has, for a variety of reasons, blocked certain regions from being able to buy adult games on their platform. By releasing it as an All-Ages version, everyone can buy the game.
There is of course also the fact that adult games have a far smaller audience, so selling it like this, might make more sales.
Could be for completely different reasons too, but those make sense to me.

ok so does the steam version, even with the ero patch, is it actually still missing content or were the reviews saying that just people who didn't apply the patch properly, or were just talking about the mosaic censorship? or even just mistaken/lying.

everything is in the game ONCE you apply the ENG patch,most are upset that the art...well the dicks... are censored, thats all

yeah that's what i thought. it's really a thing that's the case for a lot of games on places like dlsite. i've seen that myself since i've played more than a couple dlsite games. it's just how it tends to be.

How can you switch partners?
Because to unlock all H events you need the other two partners you didn't choose, going into new game plus you can't switch partners, you also get the curse counter up (which I still don't get as a mechanic), but when you go into a re-run, you lose everything, including the unlocked h scenes? So how is that suppose to work for only one savefile? I like the game, but I will not play through it in multiple savefiles, one run to 9999 is enough

Switching partners is fairly easy. First off, after you beat the game the first time, you go up instead of down in the ending room and reset all the maps.
Then, after the intro (where you choose a different companion from your starting one), a text popup appears as you exit the starter house, where you're asked whether you want to add back all the companions you had. This is how you can get all the characters in the game.

Now, since you beat a route, you gain a key that unlocks various doors and portals, that turn your previous 6 hour run into a 10 minute run. So you can get the other two endings for that route.
That's basically it, the dev didn't actually expect you to do all the grinding again, you keep your items, levels, h-scenes and h-abilities.

I feel like theres a lot of moments like that throughout. It feels like they burned out with EDEN, and just didnt realize it until they were balls deep in Gehenna
you can tell when the true ending pops up and oen of the party members is a background character kill with literally zero fanfare. i wonder in what direction they are burned out considering they are saying that rose will be a much more serious game (it's leaning more into the grimdark/edgy factor from my experience)

probably the lewd aspect. Gehenna just feels like its missing that extra oomph that EDEN had.
