Shouldve made it every other month for the OC tier and after so many characters got added just had it drastically powerful voting power in a poll on who to continue (so people can basically push their preferred character to have the next chunk of content) or outright just able to push who they want that hasnt had content in the prior 3 months.
They'd be able to fill the two slots in that case given how many do the next tier after it. Some people are basically using it for free commissions at basically what's the going rate anyhow to get put into the game on top of it. There's ways to push other characters and generating revenue without this ever increasing backlog.
