Seeking Good gameplay (but no JRPG or action)

Recommend me some games that are mechanically interesting, ideally management or strategy games with a modern setting. Too many popular games are VNs with almost no interactivity, which leaves me feeling disengaged. So, something like Wife Trainer would be good, though I'm open to other settings and genres, just not JRPG or action.

Linear stories seem to be the zeitgeist.

Love of Magic has a tactically interesting combat mini-game at least.
Superpowered is moderately interesting as a resource collection/allocation game.
Wizard's Climber is pretty good as a trainer/quasi- "assign rules and let run dungeon explorer" though not a modern setting.
