Did you finish the game and saw one of the endings? It requires you to finish the game first before you can access the gallery.

i have the blue balls ending and the first time i install the mod, it said i unlocked all the gallery

You have to have at least the "Until the end" or the "True H4ck3r" achievement, create a new game and you'll have the gallery unlocked.
