Doesn't work properly. I can access any levels but gallery is not unlocked.
EDIT: As yuumura stated, completing Lv. 2 unlocked everything.

How do I pick up the photo in level 23 without picking up the axe first? It feels impossible.

EDIT: I figured it out. Pick up the axe before killing the enemies first and that will allow you to keep going down and grab the photo. I was using the elevators to kill all the enemies before picking up the axe.
