If you upgrade Ira's skill, it doesn't mean it's a bug. You have to play again. There may be 2 possible causes:
1. You cheated the skill book to upgrade more than 999
2. The language translation program

Cant upgrade it even for 999. it can be unlocked via event but for some reason my save briked and they are grey(not learned) event was completed.

idk about language programm i dint use any.
