I'm really not sure how to progress her story any further.

Refused her the brandy, received 2 texts, the park was mentioned in them, trained until both running and strength are 10, waited an extra week.. spoke to her at each of the three locations you can, the gym the school and the mall. waited some more. without further progress checked the map to see if the location spawned on each evening of the week, even though shes in the gym on week days in the evening.

What could I have missed?

Perhaps it depends on when. She only shows up to the park in the evening on certain days. Perhaps checking on the weekend?

After you posted asking for help yesterday, I started the game again to find when exactly the park becomes available.
I have been able to visit it at least since after talking to Myra and refusing to give her the brandy.

I truly think your issue is caused by some kind of bug, so I can only suggest to try and restart.
If anyone else has a better advice, feel free to add or correct me.

The MC refused to give his classmate the booze, and now she has nothing more to say to him. How's the MC supposed to get her to help him to exercise now? I haven't seen any messages from her either. Is this a bug?
