Any idea if it was ever translated?

Couldn't find anything searching for the (from the end of the DLSite url) RJ code, it would usually find a translation request or translation thread here if there was one. Same with some quick google searches.

It looks like a RPGM, MTool could probably give you a basic machine translation.
