I downloaded a game Rpgm. from this site. I played the game and deleted it, but one of the files in the game is not deleted. I can't delete it in any way, is it a virus?

Windows sometimes thinks a file or folder is in use when it really isn't. Try restarting the pc and see if you can delete the file otherwise a google search with keywords like "Windows can't delete file" should help you get it fixed.

If the "locked" file is an executable or DLL then you might worry but else it is probably just some process that did not kill properly and is "using" the file.

PowerToys include a tool called File Locksmith which could help find what process is holding on to a file or folder.

.. or just restart puter like GNVE suggested :p

or you can use winrar to delete a file/folder by compressing and select delete file/folder after it's done
but sometime it doesn't work but most of the time it does

theres times when windows thinks a file is being used by another program ... it won't delete that file until a restart of windows

Same problem, same steps (reboot then google) different operating system. Just assumed windows as I have had that problem several times before.
1/1/70 is just a relic of the times when storing an extra bit was costly and saving it in the date did matter. A lot of systems use 1/1/1970 or 1/1/1900as the start of their counting as no computer would need a date beforehand. Then backwards compatibility kicked in and we are still using it so we don't break old Excel files. programs etc.
In this case there isn't a date in the metadata so the program defaulted to zero or 1/1/70. This might mean the file was partially deleted or corrupted during deleting it or whatever.
