Gutsandguts IIRC the Corruption stat you see is not for the town, not even for school - it is for students, i.e., teachers not included (let alone the whole PTA). I had everything but the bondage detention policy pass by the time I hit double-digit Corruption, although, that was a playthrough
focused on suppressing Corruption in students, whilst corrupting everyone else.
It was my assumption that the filtration plant hits many residents, but it does
not hit everyone, so you are still rolling a dice when you need to corrupt specific people. Would need confirmation on that one, though.
1. To target PTA, do their quests. There is no stat boost more effective than that, just takes time (looking at you, April).
2. If you are male, then just talk/flirt/sex, to boot. That playthrough of mine was as female, so getting through to Sandra without her quest was a nightmare.
3. Once friendly, give them the Corruptors directly.
4. If you are not averse to savescumming, reroll the monthly fundraiser result: some give Corruption for PTA (+2 for everyone is nothing to sneeze at), whilst others boost Corruption on students instead - the more you have, the better (full classes = you just hit 400 people at once).
