MilenaTarasova None - that quest chain is incomplete for now (as evidenced by the popup at the end) and your decisions there have no effect on the town.
Unfortunately there's quite close to 0% chance that the Mayor Quest Chain will ever be complete. I'm honestly amazed that Shilo hasn't declared the project HHS+ to be dead.

Then again, BK hasn't been updated in over 2 years, yet the dev is still "active".

how do you unlock lockpicking¿
You need Susan Hooter hired. The next day after hiring, you need to trigger an event with her when she talks about her homelife and the landlord hasn't fixed her locks as they're old. Then the following day after 8am go to the park and try to trigger and event with the thief who is stealing from someone. Confront him and then ask him to teach you.

It's advised you use a mouse, (in case you're on a laptop like me), as it makes the mini-game WAY easier.

What's a fast way to get corruption up? I don't get why mine is so low, it's been at something like 46 for in game months, I've made the Concentrated Corruptor like 5-8 times and put it in the filtration plant most of those but corruption barely seems to tick up, seems to be the main thing holding me back with PTA stuff

Gutsandguts IIRC the Corruption stat you see is not for the town, not even for school - it is for students, i.e., teachers not included (let alone the whole PTA). I had everything but the bondage detention policy pass by the time I hit double-digit Corruption, although, that was a playthrough focused on suppressing Corruption in students, whilst corrupting everyone else.

It was my assumption that the filtration plant hits many residents, but it does not hit everyone, so you are still rolling a dice when you need to corrupt specific people. Would need confirmation on that one, though.

1. To target PTA, do their quests. There is no stat boost more effective than that, just takes time (looking at you, April).
2. If you are male, then just talk/flirt/sex, to boot. That playthrough of mine was as female, so getting through to Sandra without her quest was a nightmare.
3. Once friendly, give them the Corruptors directly.
4. If you are not averse to savescumming, reroll the monthly fundraiser result: some give Corruption for PTA (+2 for everyone is nothing to sneeze at), whilst others boost Corruption on students instead - the more you have, the better (full classes = you just hit 400 people at once).

Chemicals in plant corrupt town. I think game does not have any events that trigger at higher town corruption. You are not targeting people who you need to corrupt to influence PTA vote. You need to corrupt or lower inhibition only for PTA members and you need over 40 for school/student corruption average.

* Break into teacher's homes during day and leave tools from Stacy's shop in their bedroom.
* Break into their homes at night and check if you can get extra PTA support by hypnotizing them. Some have that option. Extra PTA support order can make a difference between veto and nah.
* Once they trust principal enough to take items from him/her, give corruptor or slutmaker and check if you are not hitting cap on them next day.
* Do not set them to teach religion.

Other tactics are already told above.

Ahh right I figured doing the filtration plant would hit the most people in town and then gradually increase the average or whatever, guess I'll do some in the schools water. I figured the entire school was already corrupted since everyone except Carmen(recent hire) walks around in slutty clothes.

Carmen got long and grindy event chain. Next time hire her earlier. Normally PTA problems happen with April and Carl.

I'm at a point where Carmen comes to my office complaining that she's having a problem in her theoretical sex ed. class and suggests that a better teacher than her should take over her class, then principal recalls that Samantha has extensive experience in the subject. I assigned Samantha as the sole theoretical sex ed. teacher and spent several days in her class with her, but nothing "that would progress the quest to unlock practical sex ed." (at least this is my guess) ever happened. What do I have to do?

Average school corruption should be over 40. Make sure that only Samantha Keller is set to teach Theoretical Sex Ed and visit your office from time to time.

It's been a while, but I remember that there were a few events in the Sex Ed chain that triggered only when you were in the hallway outside the classroom where the class is being held. So if you were actually inside the classroom the entire time, you'd not trigger that event.

Practical Sex Ed upgrade is unlocked in Principal's Office. Complain was that he can't get sex ed upgrade after putting other teacher on theoretical sex ed lessons.

School's hallway triggers event where principal learns how Samantha is teaching practical sex ed.
