What browser are you using? The game was made for firefox. You can't click the PHONE on the top of the screen to close it?
You should just have to talk to kay and he'll invite you to the countryside. That unlocks the bus on the streets

Are there any other requirements? Like having low corruption, maybe? I got the trip just fine on one save, but not on the other.

You either enabled a cheat or took a challenge from Kay Leah in the park district. Either type the cheat in again at the console or go to Kay and accept the challenge of wrath again to disable it.
She currently has no content like that.
