They had an update focused on them a few months ago, there'll probably be another one in the next couple updates.

It's not necessary. They're all good in their own way, and each is better than the last. Seeing as HC3 is still in development, I'd recommend you play the first two anyway if you like NTR.

Not really. In societies on the level of advancement of the HC series nobility was typically reserved for land owners. Like if you were going to ascend to nobility you had to at least be among the gentry first and unfortunately Leto is a poor orphan. Rose probably should have had her father knight Leto so at the very least she could have stuck him into her entourage.
I've played all of N_Taii's games and i always thought that NTR was only secondary compared to Corruption, i guess you could say that the two goes hand in hand but at the end of the day, the main thing that got me hooked on the game was watching the women slowly get addicted to pleasure and not watching the guy who talks only in (...) lose his loved ones. I don't know the textbook definition of NTR so i'm not gonna pretend to know the first thing about it and say that this isn't NTR, all i know is that the only person whose route i would consider as pure NTR in Chapter 2 would be Solana's. As for Chapter 3, the only NTR route in my opinion is Rose's (and i guess Cyanna's as well, to some extent) and even then, i'm not excited for her story because i wanna see her cheat on Leto, i'm excited because i wanna see her admit to herself that she's not having sex with the Duke because she needs to charge up the Peacekeepers, she's having sex with him because that's what she wants to do.
I mean we learn in Update 7 that thats one of the things the duke is using to get her on his side. She clearly doesn't have enough power even as queen to just make any rando a noble. She needs a reason to do it first. So he needs to accomplish something big.

No "pure incest", no. By that, I mean the MC has an adoptive mother and sister with whom he grew up (this is important to the story, it's not the whole "landlady/roommate" to comply with Patreon's guidelines). And stuff might happen with them depending on the ending. Hope that answers your question : )

It's been said already, but Rose lacks the proper power and influence to make anyone a noble, especially a random sergeant. As with most kingdoms in the world, kings and queens didn't rule alone, but with the support of the nobles. Nos'Ra has a clear divide between the Duke's faction and the royalists, and if the Duke agrees to help her, ennobling Leto would be a lot easier. Also, suddenly making him into a noble without a proper reason would arouse suspicions, especially if she goes to marry him right after.
I've mentioned that before, but the Duke needs to be around for it to work properly. Since he's the one who supervised its creation, he added this function to make sure no one but him could use its power.
