I am in the same situation actually. Cecille's cruse is full but doesn't break despite all the peeping event and I keep spending days and nothing happen.

I don't know exactly what you have done, so try talking to each of the characters, maybe at different hours of the day, Cecille second curse event unlocks when you progress the story, actually I think you don't even need to fill the curse bar
