It largely depends on the Modding Tools available. Keep in mind, Developers to this day, at least the ones that has been infected by the brainrot, commonly referred to as the "Woke Mind Virus", which if dumbed down, is just Extreme Socialism on steroids. Is basically making it incredibly difficult to mod their Games, if not be able to create Modding Tools for said Games. Including Skyrim and such. Bethesda knew that Modding is the only way to retain Customer Base, but they never wanted to fully embrace it, as such, never developed the required means for Modders to fully toy with the Engine their games were using and the Modding Compatibility of their titles.You know, what I'd really love to see (and that would be perfect for hidden/voyeur NTR) would simply be a NTR mod for any Bethesda game. Especially for the VR versions of Skyrim or Fallout 4.
But someone with more modding experience than me stated that it would be a very difficult thing to make, so I guess it is not to be. But if such a mod hypothetically existed, then it would probably be superior to most RPGM/VN's for my taste.
There are cases of Games not developed by the well known (Famous or Infamous) Comps and Corps, which are developed with the Modding Compatibility in mind. But then again, it is still quite difficult to make the necessary means to make Modding Tools for said titles, the exception if said title had become Public Source. For example: OpenRA.
There ARE rare exceptions and cases. Darkest Dungeon has a mod called Lustiest Dungeon and RimWorld's RimJobWorld. There are cases of full on complete Conversions for other Titles, but those are Non-H cases too. So not all hope is lost.
We may never see fully moddable Non-H Games in larger cases, unless the approach to Modding is embraced and loved, be it Customer or Developer and so on. Remember. Exceptions are not the rule nor the standard. So even if there are exceptions, the possibility that "Never" is truly never, may not be the case in the future, hopefully. As it would both embolden modding and extend the longevity of Titles. Time can only truly tell, if it shall be or not.
Right then. That is all i wanted to state on the subject of Modding, since you brought it up! Cause i truly agree! So much more crazy can be done, if people would simply not be against the idea, even if understandable of Copyright reasons.
