What on earth are you talking about? The C key doesn't install anything, and it doesn't enable anything either because I can't properly install the mod.
how does the cheat work i downloaded it unzip it in the exe folder and overwrite but i still don't see the cheat menu

scrappy makes lot of other mods besides this one. He usually pays lot more attention to the game which gets regular updates.
High Rise Climb is not the game which gets updates regularly. No wonder he puts this mod on hold.
If the thread on hold, it means one of two things.
1. He is working on this mod as we speak.
2. He chose to hold this mod so that he can update his other mods.
He will give you all the updated mod eventually.

Please stop bothering the guy. Enough people have spammed/tagged him here that if he's going to update it he will.
It's also super annoying for anyone tracking the thread to see it show up in notifications only to have it be yet another person asking the same question that's already been asked like 7 times since the last update.
