I think we have been thrown a Red Herring (again). The cop was actually trying to get revenge for something - probably other Emma. He is not a stalker, and definitely not a henchman of "the bad guy".
Of the possible stalkers my no2 is Lucy. She is obviously envious/jealous of Charlotte so it could be a play on her part.
So we have at least 2 more critical situations, assassination attempt and stalker uncovering.
Emma on the other hand, and I see no one mentioning the fact, has put MC contact in her phone as "Dad" (scene when she drops the phone after Carter attack) . It would require some mental gymnastics to turn her into a LI, without Charlotte leaving the picture (as in being assassinated, god forbid).
Lucy has the "film Noir" feel to her, instead of Kayla (who would be the obvious famme fatalle), so I think the ending for her is not going to be a good one.
Suzy is currently so far out of the picture, that only ending of episode 10 can affect her and bring her closer to MC
Dad on Emma phone has been pointed out multiple times. You just need to scan back far enough.

Thank you for the comments about Emma as a love interest. I decided to write a follow-up post rather than answering the questions individually.

"I am in agreement with Charlotte: "This town is full of fucking perverts and predators."

How does it make the MC any better."
The MC has been living with Charlotte and Emma for a few months and has acted honourably. He has proven that he is not a predator or a pervert.
He also loves Emma, and she loves him. Their relationship will have no parallels with the criminal abuse and sexual exploitation that Charlotte was referencing.

"Will you give us an opportunity to gently end the Lucy romance to pursue something with one of the other 3 women?"
If you chose "Because I have feelings for her" before giving Charlotte a birthday kiss in v0.8, then you will have the opportunity to end the relationship with Lucy to pursue Charlotte. But you won't be able to leave Lucy for Suzi or Emma.

"However, I do have a question if we already made a decision between Char and Emma's paths. I have been happily collecting Emma points while Char seems to get closer to MC."
No. That decision has not been made yet.

"Probably could Emma meet another boy. What about poor David?"
We will find out what has become of David in the next update. But I don't intend for all of the love interests you rejected to end up in happy relationships with somebody else.

"Personally, I never saw Emma as a potential LI for the MC as she was currently written as a character. I know she's 18 and in "college" but I have to agree with people on her maturity level or lack thereof."
Emma is not meant to be seen as a love interest at this point in the story. But the attack will act as a catalyst for her to start maturing into a potential love interest.

"I just really hope that you don't make us too sad that we choose one over another. Like Lucy being sad that MC likes her sister."
There will be some sadness, but it won't be too bad except in certain instances such as leading Lucy on and then rejecting her for Charlotte.

"I was wondering 2 or 3 updates back and wanted to ask how if any have the 4 girls personalities changed since you first created them. Currently for me it seems like any move to romance Emma would be seen as a complete betrayal by all the 3 other Lloyds. I felt like you had Emma in the running early on but kinda sidetracked it because it seem to fit in less and less."
I haven't changed the underlying personalities of the girls, but they are supposed to change in response to the MC's presence in their lives.
In Emma's case, she has slowly come to see the MC as a father and a familial love has developed between them. Maybe this is why she feels less like a love interest now than she did previously?

For those who changed Lucy's path to Charlotte path, I really wish them a similar ending
Edit: I mean the ones who were in Lucy's path until 0.8 Then they changed their path
