If you want something simple, you can try Cartoon Animator 5. You can animate image files there and even create physics simulations on top of body parts. However, you will need to prepare the image files by cutting them into pieces, like in your example: hair_layer, femaleBody_laye, maleBody_layer, backgound_layer. Then you can animate them in the software.

If you go with drawing, there are also a lot of free animation applications like OpenToonz .


But the best way to animate static images is indeed using some sprite animator, for example Live2D
(live2d.com/en/cubism/download/editor/), since it would be pretty easy to implement your example there:

Idk if you intend to animate them in sequence images or make them on the program,

But if you intend to make the animation using a program, you have live2d, Spine, Moho Pro, etc.. there alot of option now depends if what you willing to pay, if you looking for a free option idk any, the cheapest program i found was PixelOver that is used for pixelart animation but works with 2d art aswell its what im currently using cause its easy to use not has powerful has live2d but works very well.
