Daz never implemented Iray's outlines - so you won't see any solid Iray shader for it. Maybe you could reach it via editing canvas but it's gonna be way too much work for a single image. So Iray solution inside Daz, not so much.
Switching to 3DL should be fine as long as you can deal with (quite awful) ShaderMixer. Should be the fastest way to generate outlines inside DS. Outside DS, there isYou must be registered to see the links, a blender fork dedicated to NPR shaders.
Another solution, is to see the state of AI editing. Something in the like ofYou must be registered to see the linksbut more modern (lol). I'm sure some software developped filter to make any photo sketchy (Topaz labs and so on). Should worth it to take a look.
I downloaded Topaz Studio, but i couldn't find the Sketch filter you showed aboveWith Iray it's dead in the water.
You should give a shot with 3DL (cost nothing).

But it was just an exemple - like you shouldn't ever use raw filter like that. It's proof-of-concept purpose (it's already nearly ~5 years old). You should do proper research for your project.
