She's probably high school. In Japan, middle school is compulsory, but high school is not. Her being high school age explains why no one says anything about getting in trouble with the police about her not going to school.

Also, since high school is not compulsory, there are no free public high schools. This fits in with the ending where she goes to school, since she talks about the tuition to attend school.
