There's not a program out there that will just take any game and suck the sound files out of it. On the forum we tag the more popular game engines like Ren'Py, RPGM, Unity, etc. Each one of those has different utilities for extracting the assets (pictures, videos, sounds, etc) from the game.
So, the answer to your original question varies a lot too.
