When character interect with something or someone in rpgm games, they have question or sweat drop mark on their head which take around 1 second to appear and disappear. No amount clicking skip it and it is irritating me. Also there is slow unskippable walk character do when they want go somewhere. Is there way to skip it? I tried to ask in off topic forum but no one replied there.

This isn't standard. What games(s) are you playing that do this?

By default, holding down Shift while walking will make the character move faster. Usually there's also a setting in the Options menu that makes you run instead of walk, without having to hold Shift.

A lot of rpgm games let hold down the mouse button to slightly speed up these "non-gameplay" moments. Only works in games with mouse support of course.

He's talking about when an npc sprite moves around in the middle of dialogue or leave when the dialogue is finished.

Recently I was playing . You can see on head of mc a thought bubble with "..." In it. If you watch from start there are also heart/question thought bubble. This only take may be less than second to appear and disappear but they don't skip by clicking.

By walk, I don't mean manual walk (which I know can be speed up by shift), I am talking about in scene walk for . Although in example a side character is walking but same type walk sometime mc does.
