I have this game that I know called 'Perverted Salute'.

However it is not being translated.

I would like to know the tools required for me to translate the game.

The engine of the game is RPG MV.

Is there any Eng video on how to do it?

You can start by decompiling the game. Try to find a tool to decompile the game made by that engine then explore & guess where the languange asset stored.
I'm not experienced with RPG MV myself, so I can't help any further.
