How would I go about creating precum / other sticky liquids like shown below?

So I stumbled upon the gif below in the latest Animation Updates (link to thread) and want to ask how I can create something similar to the precum shown (or precum / cum in general) and what programs I should use for it.

Most of the time, when I see something using Daz assets, if the artist didn't just buy some pre cum like asset, then there are some who use z brush with pre made fluid brushes, but even those are static. to get something to animate like that, I would say you could use blender to simulate fluids, until you got the shape you wanted, but to actually replicate what you linked, the shape may be locked in (with the possibility of baking in the simulation for dripping later on), and could be animated using a rig system (with physics) not to much unlike making an animated chain.
