Your files are damaged. Look at the weird gibberish file names in your folder. That stuff is supposed to be Japanese moonrunes instead.
Please follow this tutorial and then re-download the game. You don't just need Japanese(Japan) system locale while starting the game, you already need it while downloading/extracting it, or the files get those broken names instead of the actual Japanese.
I also do not know what game version that mega link is. My translation patch is specifically for v1.07 and will most likely not work for a different version.

I don't have one because it was sent to me directly by the person who made the SLRMTL request, but I would assume that it's the same version as [230108][とっくり海月] 人間牧場〜更生編〜 (Ver23.06.23) [RJ428033] on hentai-sharing, since that is the date of the latest documented update on dlsite.
