I had a strange situation: I hadn't visited the site for a few weeks, so I decided to check if any games had left beta or if there were new versions. I found a few games I was following that had new versions, so I decided to download them. I ran into a really weird problem: zero speed. First, it said 200 KB, then 50 KB, and then 0 KB. I thought maybe there was a problem with the software on my computer, and I just couldn't download anything. I found the site and downloaded music and videos from it without any problems. Is this the first time this has happened, and are there any general recommendations for resolving this issue?

Can't you try some more standard file hosts as well? MEGA, Mediafire, Pixeldrain, GoFile...
This way, if you also have an issue with those, the more likely explanation would be that your connection is unstable and often disconnects, in that case it'd be as easy as having a download manager.

In what country do you live? (it's a rhetorical question, no need to answer)

That you can't use them through a VPN even with a switch to encrypted DNS queries is China wall level of censoring. Therefore something that don't really exist outside of a small handful of countries.
It's more plausible that the issue come from your browser that flagged those site as being a threat.

If there are some services that work, then it means your connection is okay. As such, download managers wouldn't help.

You can try with a new browser (Such as Brave), VPN, and possibly new antivirus to avoid that from happening, depending on which ones you're using right now.
Also, keep in mind that those websites are filled with fake downloads, even I (An inferior human when compared to anne O'nymous still) got tricked in clicking the wrong download button on Kraken once. Of course everything was blocked right away, and I was wondering wtf is wrong when I noticed the real yet identical button was just a little lower.

It could very well be that you're using a less secure browser and you've been clicking the wrong download button, and that download failing is your antivirus slapping you and saying "pls mastah stop"
