i think magic was taught at school,

i think the game was dirty, you were studying on the master floor or something like that, I don't know if there was a bird on the balcony or something like that, I remember this much, I hope we can find it

game engine renpy, and art style cartoon idk, there was a party or something at the end of the game, and then we met a guy or something, and even there was a very rich girl, there was a pool or something
in a separate town, there was a coffee shop there, there was a villa upstairs, a girl from school had a maid or something like that

Try look though the search here, fantasy Ren'Py games with a school setting. If it was a finished game maybe Oakwood Academy of Spells and Sorcery but that's just a guess from the list.
